About this scheme

The Swami Vivekananda Merit-cum-Means Scholarship (SVMCM), also known as the Bikash Bhavan Scholarship, is a flagship initiative of the Higher Education Department, Government of West Bengal. The scheme provides financial assistance to meritorious students from economically weaker families across the state, covering Higher Secondary (Classes 11–12), Undergraduate (UG), Postgraduate (PG), and professional courses including Engineering, Medical, Polytechnic, and Research levels (M.Phil/Ph.D). Scholarship amounts range from ₹1,000 to ₹8,000 per month depending on the course level. Selection is based on merit-cum-means criteria — students must have secured at least 60% marks in the last qualifying examination (53% for PG) and have a family income not exceeding ₹2,50,000 per annum. The scheme is renewable each year subject to satisfactory academic performance and is administered through the online portal svmcm.wb.gov.in.

Eligibility

  • Domicile: Must be a permanent resident of West Bengal — domicile / PRC certificate required
  • Academic merit (HS / UG): Minimum 60% marks in aggregate in the last qualifying examination (Madhyamik for HS, HS for UG) from West Bengal Board
  • Academic merit (PG — General): Minimum 53% marks in the Honours subject at the undergraduate level
  • Academic merit (PG — Engineering / AICTE): Minimum 55% marks in Graduation from any State University or AICTE-approved institute in West Bengal
  • Annual family income: Below ₹2,50,000 per annum from all sources (not applicable for Board Toppers, Kanyashree K3, and M.Phil/Ph.D applicants)
  • Institution: Must be enrolled in a full-time regular course at a recognised institution based in West Bengal (no distance / open learning)
  • Other scholarship: Must not be availing any other government (central / state) scholarship or stipend for the same course

  • UG Science / UGC Professional: ₹1,500 per month
  • UG Engineering Degree / Medical Degree: ₹5,000 per month
  • Diploma / Polytechnic: ₹1,500 per month
  • PG Arts / Commerce: ₹2,000 per month
  • PG Science / UGC Professional: ₹2,500 per month
  • PG Engineering / AICTE Professional: ₹5,000 per month
  • Non-NET M.Phil: ₹5,000 per month
  • Non-NET Ph.D: ₹8,000 per month
  • Kanyashree K3 applicants (PG) get income proof waiver with relaxed 45% marks
  • Renewable each year subject to minimum 60% marks (UG) or 50% marks (PG) at promotional examination
